HAI performed Phase I and II ESAs, supervised Targeted Brownfields assessment, investigation, risk evaluation, and remedy selection and design, to facilitate a Prospective Purchaser Agreement (PPA) of multiple contiguous Brownfields properties overlying a historic ravine filled with foundry sand and hazardous materials.

Major challenges included the investigation to determine the extent and quality of the ravine fill relating to metals and gamma radiation, survey and delineation of methane gas, conceptual model development to facilitate a prospective future use for multi-unit housing, remedial selection and facilitation of a remedial design to mitigate identified site risks, and liaison with project stakeholders including the City of Portland, the Society of St. Vincent DePaul, Catholic Charities, the Network for Oregon Affordable Housing, legal counsels, the Oregon Department of Human Services Radiation Protection Unit, and regulatory agencies. The property has been successfully redeveloped for low-income housing.
